60-Unit Springfield Ave Project on Agenda for Aug 13 Maplewood Planning Board Meeting - The Village Green

A proposed mixed-used development that includes 60 residential units is on the agenda for site plan review for the August 13 Maplewood Planning Board meeting.

The developer, 1734 Springfield Avenue LLC,  is seeking multiple variances to build the project on a lot that has been vacant for years at Springfield Avenue and Wellesley Street. The project is proposed to rise to 5 stories. It includes above ground floor retail space, 30 one-bedroom apartments, 24 two-bedroom apartments, 6 three-bedroom apartments, and 63 on-site parking spaces. A retaining wall, a dog run area and a sidewalk path are proposed for the rear of the building along the property line, according to an engineer’s review of the plans.

Numerous homeowners in the area have expressed opposition to the project.

Maplewood resident Stephanie Scott posted on Facebook, “On Tuesday, August 13 at 8PM the Planning Board with continue its review of the 60-unit development slated for Springfield Avenue. This developer is requesting variances/waivers from several ordinances that are in place to maintain the safety, quality-of-life and the control of streetscapes. If you care about development in Maplewood and issues such as parking, traffic, trees, impact of high-density development and precedent that could be set for future development in our town, this is your chance to be heard!”

The developer has amended and resubmitted the project based on a previous rulings by the Planning Board at its May 14 meeting, that included a ruling that the lot is transitional and must therefore allow for 15 feet between the back of the building and the property boundary.

The Planning Board also ruled that the building must be set back by 12.5 ft. on Wellesley as there must be at least 50% of the residential set back because the lot is next to a transitional lot. Planning Board Chair Jerry Ryan said that the transitional lot designation would also require a similar setback on the Springfield Avenue side of the development, because the corner lot designation means that the development has two “front yards” that the rules apply to; however, that conflicts with Springfield Avenue design standards which call for lot line development on Springfield Avenue. Therefore, the property is allowed to be developed to the lot line on Springfield Avenue.
