Ware Planning Board approves solar farm they previously denied - MassLive.com

WARE – The Planning Board unanimously granted a special permit to Ecos Energy to build an 8 megawatt solar farm on 144 acres off Monson Turnpike Road in the Beaver Lake area.

The board had failed to approve Ecos Energy’s permit application last September.

As a result, the company filed a lawsuit two months later, saying the board did not have a reason to deny the request since it presented no negative impact to the community.

The Planning Board had voted 3-to-2 in favor of the request last year, but four votes were required for passage.

In order to build the facility on 56 acres of the site, Ecos Energy must still gain approval from the town’s Conservation Commission, as well as the Fire and Building departments.

Among the conditions the Planning Board put on the special permit is that construction of the solar farm must begin within two years, or the company risks forfeiting their permit. Construction is limited to Mondays through Saturdays, 7 a.m. to 7 p.m.; and Sundays, 9 a.m. to 5 p.m.

Ecos Energy is also required to a provide a construction bond to the town, and a “financial surety in the amount of one percent of the project construction costs.”

“Prior to applying for a construction/building permit, the construction bond, in an amount agreed upon, shall be paid; proof to be submitted to the Planning Board. Prior to building, applicant shall meet with representatives of all applicable boards and commissions for a preconstruction meeting to determine current best practices,” the Planning Board stated.
