Revised Allison Apartment plan to go before Vacaville Planning Commission - Vacaville Reporter

The Allison Apartments project will head back to the Vacaville Planning Commission Tuesday following concerns brought up by the City Council last month.

The project, which seeks to build 135 affordable apartment units on a vacant 3.65-acre site at the southeast corner of Allison Drive and Nut Tree Parkway, is part of the city’s ongoing efforts to develop the Allison Priority Development Area in the region surrounding Allison, Ulatis and Harbison drives.

In November, the commission unanimously voted to recommend the council reaffirm the General Plan Environmental Impact Report, among other associated documents for the project. The council did not follow through with this recommendation, instead voting 6-1 to direct the developer, CFY Development, to work with staff on a new plan to address concerns brought up council members that meeting. Only Mayor Ron Rowlett voted against this direction.

CFY has returned with a new application with significant changes from the overall plan. While the initial plan called for 187 units, the new one calls for 135, which also increases the parking ratio from 0.71 to 1.03 stalls per unit.

Other changes include decreasing the height of the eastern tower from 70 to 60 feet and the western tower from 70 to 50 feet, adding more on-site amenities such as a 2,200 square foot rooftop terrace on the western tower and providing each unit with a small storage closet for each apartment that is accessible through the main hallway on each floor.

One concern addressed by council members that the new application will not implement is the recommendation to prevent leasing to anyone working outside of Vacaville. A staff report indicated that such a request would violate the Fair Housing Act which prohibits discrimination in housing.

As an alternative, CFY is proposing a Pre-Application Incentive Program that awards points to households containing a member with a leasing preference, such as those employed in Vacaville. Applications of those with higher scores would be processed ahead of those with lower ones.

“The obligation to provide this preference cannot appear in any Regulatory Agreement, deed or other document recorded on the project,” per the report. “Therefore, the City recommends adding Condition No. 8, which requires the applicant to prepare and submit a leasing incentive program to the City for review and approval prior to issuing a certificate of occupancy for the Building.”

CFY is also planning to advertise units in the Vacaville area, per the report.

The commission will be considering a reaffirmation of the General Plan EIR, density bonus, planned development and tentative parcel maps for the revised project.

In other business, the commission will consider a recommendation for the council to improve the Final EIR for the Land Use and Development Code update.
